Charset error after upgrading 1.2DEV to 1.2.8

Hello,

It seems that somethings goes wrong with my upgrading process.

After I upgraded my site, all texts are shown incorrectly.. It seems that the data in the database lose or change its original charset...

What can I do to solve it?

Switch back from UTF-8 to old setting. Also for MySQL - should be latin1 before. And the recommend collation - you can see in phpMyAdmin behind some text fields.
