Have you created the admin account during installation?

create admin account [x]

Hello team..

make shure the downloaded file is named conf.inc.php, the file is located in /phpwcms/config/ AND before upload check if your Database Login - Data is ok in the downloaded file. The message you have appears when database login is wrong.

If this doesnt help, rerun setup (you have to remove something in a file) and do what Knut told you.
