Structure levels

When adding items tu the structure level the resulting sort order is "random" as far as i can tell. I added subcats 1 2 3 4 and in the site strcture they are 4 1 2 3 and i have to use arrows to move them in place. this is not isolated incident it seems to be happening often when the subcat has more tha 2 items. version is phpwcms v1.2.3-DEV
