the one i got with 1.2.6 has not been updated since 1.2.3

Is the front end user implemented at all? I see some controls on the back end but only some work and since I haven't built the site yet I don't know if things work on the fe or not.

If I build the site, will things work to some degree? And when the full feature is released will I have to bebuild my site or will it be able to be upgraded?

Also,

I have another site running a much older dev version. can I back up the db and import it into a fresh install of 1.2.6?
