I uploaded a .txt file and when someone else tries to download it, they get the following error:

An error (ID:1) occured while trying to download a file of your directory.
Please login again
and try another file.
If you think that this might be a technical problem send an email to the webmaster.

On a second try get the following error:
Directory Listing
The Virtual Directory does not allow contents to be listed
==============================================
The above errors lead me to believe that it is an issue with folder permissions.
However I can go change the folder to "Share this folder" on "Default Web Site" in the "Web Sharing" tab of Folder "Properties". Doing this causes a Windows Logon to pop-up when I try to log into the account and even before I download the file.
Which of the following should be checked, if at all?
Access Permissions

[] Write [] Directory browsing
Application Permissions

() Execute (includes scripts)
Php/Mysql/IIS File access and download problems....
