Menu lateral com rollover

Alguém sabe como introduzir um menu (barra de navegação) como na página oficial da phpwcms?

É feito com CSS (Folhas de estilos) fora do phpwcms e só depois é que é colocado na coluna da esquerda?

There is a battle in this forum, because some people post in german, and people like you and me and many others don't understant a word of german, so please stop posting in portuguese because there isn't to much portuguese people in forum and they always post in english.
