Can I offer PHPWCMS as a hosted service?. I would charge for site design and installation. The only access clients would have to the site would be through the PHPWCMS content management system for uploading and editing content.

Generally - as long as you sell services, it should be OK (your customers don't have to pay for the GPL programm)
There are many hosters etc. out there, who sell CMS, e-Commerce, Nukehosts etc. and they use GPL programms where you just have to pay for the services (installation, Design, modifications, etc.)
