Another {NAV_LIST_TOP} problem... more of the same

Alright. I have read a few posts here regarding this issue and could not find a solution.

I am using the {NAV_LIST_TOP} tag and continue to get a large space below the actual navigation... you can view it @ http://www.graynoise.net/cms/index.php

I'd like to get rid of that space as it is very troublesome and have not been able to find good help regarding this issue. Please help me!!!

alright i changed it around so that it would work a bit better but still would like to know if there is a solution. Thanks!
