I am guessing that this is not yet completed.

Anyone knows if "blogging" is supportet in Dev 1.2.3 and if yes, how and where?
Or are there any mods or related stuff?

there is no blog solution - it not what phpwcms is meant for....

but under every article you can put the content type "guest book" and then you can let your users comment every articles... just modify the template for the guestbook
