Q #1:

Can I (using phpwcms) re-design this http://www.hunp.com site so that I keep all the graphical elements that are curently on that page???

Hi,

sure. The layout you can put in a template. The only thing is, that you have to link all links in your menu manually to the wanted sites.
It should be easy to realise it.
