Search - results per page issue

I assume the highlighted portion in the image above will allow you to control the number of search results on a page. For example, using 10 results per page, a user would see the following:

First page
1-10 of 16 results

Second page
11-16 of 16 results

However, when I use 10 results per page, it still shows all. Any ideas on how to remedy this?
