URL not found!

I have searched the forms for others with this same problem, but it seems as if everyone has gotten further than I.

I installed the software on my web-space at http://www.dvsuk.net/httpdocs/
that is the public html folder - where I have index.html and all of the other content for the site

I changed all of the necessary permissions.

I understand that the next step would be to open http://www.dvsuk.net/httpdocs/phpwmcs/setup/index.php in my web browser. I try it, and all I get is "not found - the requested url is not found on this server" a (in other words, my browsers version of 404)

So what am I doing wrong?
