Question: would it make sense – and would it be possible – that the system with the spam protection counts successfully sent forms opposed to send-button hits?

If you want to count successful sent forms enable checkbox "save form results".

No, sorry, my question was not clear. I want the system

to set an IP to not allowed after the form was successfully sent from this IP for 3 (or 5 or 7 … whatever it is) times

not to set the IP to not allowed because the sent button was hit for 3 (or 5 or 7) times, maybe I hit the button 7 times just because I didn't fill out all required fields … but the form was actually never sent!

Has to be built on custom basis. There is no such mechanism yet implemented.
