A similarly working example for mootools is here: http://davidwalsh.name/smooth-scroll-mootools
Could be certainly used for the #top-anchors in a standard installation, I think. I'll give it a try later...

@claus: That is not similar. The focus is on late fading in of the Top button, not on the Smooth Scroll.
Same in mootools without smooth jump and without IE6.
