Update articles related with phpwcms in Wikipedia

Hey friends,

not long time ago phpwcms was removed from German Wikipedia (for stupid reasons). I have created a new and more basic article for phpwcms.

It would be fine if you check and enhance it - also for other languages.

Please respect - Wikipedia is not for commercial and should just inform. A good explantion is the one for Typo3 so take this as example.
