Template Question

It talks about area 6-7-8-9 and that no template code can go in there. Now my question is do I have to keep those columns, and rows, or can I get rid of them.

if you don't nned them set them to 0

But they have to be there either as something in there or 0, correct? Or can I remove them all together?
