Just upgraded 1.3.9 to 1.4.7 (downloaded new core installed new files), everything seem to work just one bug -
System does not read part from "page layout". Top margin, backround color or image - If I change the values nothing will change in template.
Has someone acrossed this problem?

There was a bug — better use these values in external stylesheet instead defined in page layout.

Have a look at your current rendered page (html) source – you might see the broken parts there.
