No need to repeat step in article creation (?)

When creating an article the first step/screen is to create "Article Basic Information" and, the second one is "Edit Article Basis information".

In that second step appear repeated all the fields introduced in the first one.

Is there a good reason? Why don't merge these two steps in one?
