using scriptalicous javascripts

I am trying to use a scriptalicious javascript to have links that expand/collapse a description box when clicked on. I am confused as to where to put my <script> tags at.

And how do I upload my js files to the phpwcms_template/inc_js/ directory. I have access to my own little area but don't see the phpwcms_template/inc_js directory. I know it exists because I've looked at code for other pages and seen the http://www.thenewmancenter.net/wcms/php ... rontend.js file referenced in the header tags.
