So I think I fixed it. it was the htaccess file that was the problem.
I deleted the original, and then used the one that phpwcms installed, cleared my cache and tried it and it loaded without downloading. Funny, because I thought I did that a year ago on the other site with no luck.

After kind of putting the problem on hold, I decided to check things again... and the problem still persists. I did try on Opera and got an error about not displaying content. I've included a snapshot of it.

Ninety-percent of the time fckeditor.html downloads instead of parses, which stops the creation of the article. I tracked down one problem. It's with your version and ionrock's when I have an apostrophe ( ' ) it won't save, though I get the notice that it was saved successfully. It will save if I use (\'\) but it removes the backslashes so if I want to edit the entry I have to go back and put them in again ...
