So I think I fixed it. it was the htaccess file that was the problem.

I deleted the original, and then used the one that phpwcms installed, cleared my cache and tried it and it loaded without downloading. Funny, because I thought I did that a year ago on the other site with no luck.

I wrote about this problem on this board over a year ago and no one responded so at the time I thought that it was a problem with an older version of phpwcms or the server. Since I usually don't use the editor or create new articles it was just an annoyance.

After kind of putting the problem on hold, I decided to check things again... and the problem still persists. I did try on Opera and got an error about not displaying content. I've included a snapshot of it.

I've been having a problem with trying to add articles on a new installation of phpwcms. Ninety-percent of the time fckeditor.html downloads instead of parses, which stops the creation of the article.
