When I going to edit page layout I see blank page:

I install phpwcms 1.3.0 on host.
Than I create pagelayout and template and save it.
Pagelayout and template saved well in database. When I click on pagelayout or template name on admin-page I see the empty template/pagelayout -edit page :(

When I visit on my site I see the blank page :(

I install phpwcms 1.2.8 on host. When I start my site I see dbdown.php. I change the parameter $phpwcms['db_pers'] from 1 to 0, After that the adminpage has loaded.
Than I create pagelayout and template and save it. Pagelayout sawed well and I can edit it. Template saved in database, but when I edit ...
