Could you post the values in the page layout and the template?

You need to use correct path for your bg_right_shadow.gif file in page layout.

For example if your root dir for your phpWCMS application is http://mysite.com/wcms and you have a folder for your skin pictures called pic1, then you would use this path "/wcms/pic1/bg_right_shadow.gif" in ...

Please check your default css under admin menu to set values.

I think you can.
Create your php files then use call tag {PHP: My_php_script} and place it anywhere inside the template.
