What I mean with semantics is that tables are meant for tabular data and not for navigation. A navigation is a list from where you choose where to go next, it is therefor to be represented by a list.
As for the aspect usability: just try reading a navigation that was realized inside a table in a ...

Will there be or is there a version that does the same but uses unordered list (<ul>) instead of tables or a simple mixture of text and spacer graphics?

I'm not quite sure what your problem is. The site looks fine (I checked it in IE 5.5, Opera 8.5 and FF 1.5beta).
However, if I understand you at least halfway right, the whatever:hover script might help you out.

Hallo zusammen,

ich bin neu bei PHPWCMS und soweit sehr zufrieden. Tolle Arbeit!
Allerdings habe ich ein kleines Problem.
Der generierte Quellcode meiner Seite sieht so aus:
