CSS in {NAV_LIST_TOP} is missing top border line?

Hi all, I am using the {NAV_LIST_TOP} for my nav menu and probably due to a bug in IE, the top border line is missing, though it is okay in Firefox. Does anyone know how to fix this in the CSS? Only when i include   next to the {NAV_LIST_TOP} it shows up but this cause it to display with a ...

A question about nav menu

I am using {NAV_ROW} for my menu. Can anyone tell me which file generates this nav bar menu so i can change the look and style of it (hard code it), instead of just having the text link displayed hortizontally.

If you still have problems, here is what to do. To not confuse your path between both cms application. You should have phpWCMS on server root directory and CuteNews in a subfolder. An example: phpwsms is stored in serverroot/ (not in a subfolder as you have done) cutephp is stored in serverroot ...
