I got the error when clicking the "ulpoad" icons within file manager (in German "Datei")
Tested in v1.9.6 changing file include/inc_tmpl/files.private.upload.tmpl.php:
In Line 264+ set
$GLOBALS['BE']['BODY_CLOSE']['exif.js.upload'] = '';
and uncommented the whole
/* existing block $GLOBALS ...
