I have utf-8 encoded site but feeds.php was constantly returning iso-8859-1 encong in the xml prologue.

Changing encoding to utf-8 in /config/phpwcms/feeds.ini.php didn't help either: i even got error saying that it cannot convert from utf-8 to utf-8. I think it's caused in the feeds.php lines 186 ...

Some characters didn't show up OK in utf-8 encoded page (not in the backend, not in the front end), specifically č (ccaron).

I found out that if you are using utf-8 encoding it's necessary ...

I have partially translated phpwcms to slovenian (codepage iso-8859-2) - but it's not full nor finished (and it is for 1.1-RC4).

Changing connection type from permanent/persistant? (pconnect) to not-permanent (connect) solved exactly the same problems to me.

Try this: check conf.inc.php and set
$phpwcms["db_pers"] = 0;

If your site already had too many connections you'll have to wait a while before it starts working ...

The language code for slovenian is not si! It is sl.
You should rename your folder to sl and all references from si to sl if you want browser-language detection to work at login page.
