What will need to be changed inf the cof.inc.php file?

I have asked my ISP to move my site to a different server due to poor performance on my current server.

I am not sure how to move my site to the new server. They sent me instructions on moving the database, but how do I move the actual phpwcms part of it? Can I just ftp my entire site from my ...

Can someone tell me how I can make a gif or jpg image "clickable" in phpwcms so that a visitor can click it and be sent to another page or external site. Like the affiliate merchant banners and buttons work.

What I meant was they are saying their equipment and software is fine. It is my problem meaning network traffic, browser problems, etc.
